If you upload clean content but the malicious code returns, it means there is a security hole somewhere in your code and your site is getting hacked over and over again. Most of these attacks are done by robots. They come back every day, or every hour, whatever they want.
(It could also mean that your server is infected, outside your website, but that is less common.) Are you using a database for any purpose? The reason I ask is that two of the malicious domains mentioned in your Safe Browsing Report are associated with Asprox SQL injection attacks. However, all your pages have .html file extensions and it doesn't look like any of them accept user input in query strings.
