But they left Wednesday amid an air of disappointment as ministers to the Organization of the American States failed to achieve two main goals: work on a Charter of Democracy and increased funding of the Interamerican Human Rights Commission and the Human Rights Court. Action on the charter -- under which sanctions could be imposed on undemocratic governments -- broke down in disagreement over how to define democracy.
