The rebel National Liberation Army confirmed it had captured the men, whom it accused of spying, in the mountain village of Prsovce, 15 km (10 miles) north of the city of Tetovo. The Macedonian government said the men's seizure was a particular cause for concern after Macedonia's main parties rejected Western proposals for a political deal to end five months of fighting with the guerrillas. "Yesterday's kidnapping of three Macedonian civilians by an 11-member terrorist band is especially worrying," state news agency MIA quoted the government's crisis management centre as saying. "Yes it's true. They were arrested," a rebel commander codenamed Leka said by mobile telephone, adding the men had not been maltreated but would continue to be held. "They were on a mission to observe NLA positions. They were in restricted territory," he said. Tetovo police told MIA the three -- aged 30, 22 and 19 -- were civilians. "While they were walking down the main street, a vehicle with several armed Albanian terrorists took them," MIA reported.
