The most likely cause of the delay for the first target was the
initial startup of the daemon. By default the daemon service is
disabled. The first time you run iscsitadm, SMF must start the daemon
before everything may proceed. The creation of the second target
would not require the daemon to be started since it's already
running. However, that has nothing to do with the initialization
which can take several minutes depending on the size of the target.
