Because in Debian the runtime libraries are separated from the libraries
needed to compile stuff.Those are called developement packages and
kinnda
makes sense from a space point of view and system clutter.
So I suggest you use the Storm Package Manager and install whatever
development libraries you need.For a quicker solution in general you can
install tasksel and then type as root tasksel and choose preconfigured
tasks,unfortunately I don't see any task-x-devel,there is tough a tasks
x windows complete but I'm not sure if it contains the development
libraries.YOU can ask in debian.user or debian-devel if nobody replies
here but using SPM will be quicker.
 Note.If you use tasksel then yuo have to sync dselect and apt databases
by typing 

apt-get update dselect

or run dselect then option 1.(U)pdate
