OK, so if your dog barks you can get a warning, a fine or have your dog taken away from you.
However, you can be an ethanol plant that exceeds the noise level for years (but it is not an issue the City Attorney can hang his hat on).
You can drive a car that has music blasting out of it so loud you can hear it through the walls of your house and it's not a problem.
WHAT IS WRONG WITH THAT PICTURE?
Boy getting kinda glad that I am out of St Paul and living in the country, we have less important things to worry about out here.
