When StripesFilter is configured for REQUEST and FORWARD, and clean URLs are in
use, and no URI parameters are present on the initial request, and a
ForwardResolution is executed with URI parameters, MergedParameterMap attempts
to write to a map returned by Collections.emptyMap().
