I have finally identified what is contributing to the issue... JRebel... yes... I know a class reloading tool... who would've thunk it.

So this is not a Stripes issue BUT I think JRebel is getting confused because of this helper class:
net.sourceforge.stripes.controller.NameBasedActionResolverHelper

The helper class is in both 1.5.3 and 1.5.4 but it appears the removal of getInstance() is tripping JRebel up and I need to get it working again b/c JRebel is VERY useful i.e. running with JRebel with 1.5.3 is not problematic at all.

Bottom line:
Can ANYONE please tell me how NameBasedActionResolverHelper is constructed and / or where its source code lies?

P.S. I'm going to talk to the JRebel support folks as well to try to get to the bottom of this but it would sure help to understand what might be happening... and what this helper class is all about.
