Change COS to Commons FileUpload

Although there already was an unsuccessful attempt to change the default
library for file uploads to Commons (STS-440), there are now several new
reasons why this could be desirable:
1. On the Stripes mailing list, someone reported that COS has a different
behaviour on Windows and Linux which could be tricky to find out. Commons
FileUpload solved this issue.
2. COS blocks at least two improvements: STS-184 and STS-265 are both solvable
if Commons FIleUpload is the default upload library.
These should hopefully be good reasons to think about a library change.
