If I were doing it, I would use use the post-redirect pattern, too, but to each
his own. The fragment part of the URL in the form tag's action attribute has
nothing to with a ForwardResolution (or anything else) returned by the
ActionBean's event handler. All the developer wants, as I understand it, is for
the form to submit to a URL with a fragment. The desired effect is for the
browser to submit form data to My.action#foo and have the browser jump to the
"foo" anchor in the returned document. Currently, that's impossible using only
Stripes tags.
