Mike have you mapped the dispatcher to work in internal FORWARDs ?
Stuff like :

<url-pattern>/*</url-pattern>
<dispatcher>REQUEST</dispatcher>
<dispatcher>FORWARD</dispatcher> <!-- the one you need for internal
dispatch -->
</filter-mapping>
