Enhancements to the way that the form tag maps to a URL will be addressed in a
future version of Struts.  In the mean time, I would suggest considering the use
of container managed security, and declare a security constraint with a
<transport-guarantee> element that requires SSL.  Then, the container will
automatically switch for you when the user tries to log on.
