html:select has an "accesskey" attribute, but "select" has no "accesskey" in HTML 4.01

The "html:select" tag defines an "accesskey" attribute in the TLD, and the
"SelectTag.doStartTag()" method can emit it, but the HTML 4.01 spec does not
support this attribute on the "select" element.
