Well for that matter, is it more Struts or more Axis? Kevin's ideas are that the input into Struts be the same http as it is now, so that part of the code will be more Axis, but the response from Struts back to Axis with the Response should be standardized and generalized as well and that part will be mostly Struts.
I have no objection or stake in it either way so I will start the cvs module at org.apache.struts.axis and we can just refactor if it needs to change down the road.
