The bug is fixed in CVS. I don't know what's happened to the nightly builds.
In the meantime, you can do one of two things:

1) Download the most recent nightly source distribution (from the 24th, I
believe), use CVSWeb to get the latest (fixed) version of ImageTag.java, and
then build Struts.

2) Use CVS to download the most recent source tree and build it yourself.

The first might be a better idea. Otherwise, you might find out the hard way
why the nightly builds are failing. :-}
