How about if we (meaning I) put the "Tag Libary References"

into the User Guide as section 5 "Struts Tag Libraries", and then add
the material from the developer's guide, so it's all in one place.
And then plan on adding pages there for Tiles and Validator.
Had to copy the Tag styles from the main stylesheet, but it seems to
work OK.
I also brought back the installation page for 1.0 (as
installation-1.0.html), so the sidebar I'm working on now looks like
