These are all great ideas. Thanks so much for offering to get involved.
I believe the best process would be to enter them as enhancements in
Bugzilla at:
http://nagoya.apache.org/bugzilla/enter_bug.cgi?product=Struts
You'll need to create yourself a login id prior to being able to enter
them.
For some of the smaller ideas you've got, you may want to simply post the
changed file as an attachment to the bug.

Subject: Contributions I would like to make to Struts 1.1
I would like to make a couple of small contributions to this next
release (1.1) of Struts:
1. The Struts version of a guessing game app like the one in the Tomcat
release
2. A minor re-write to the introduction section in the Struts user guide
to improve clarity. I believe it is particularly worth mentioning the
design patterns that a developer should be familiar with when using
Struts in the prerequisite sections - so far Command and MVC.
Improvements I'd like to make:
1. I thought it would also be really neat to use toot-o-matic by Doug
Tidwell to generate the documentation - especially because it can
generate PDFs. Anyone have any comments on why this should/shouldn't be
done?
2. I also believe a build.xml for ANT would be quite handy in the
struts-blank sample web app.
3. Make other clarity improvements in the Struts User Guide.
4. Integrate messages mentioned in the Newbie FAQ document and possibly
create sample apps that show best practices in action.
