Or, more importantly, which XML parser is being used? At the same time as the change to MessageResourcesConfig was made, I also modified the DTD file (struts-config_1_1.dtd) to include a default "key" attribute value of "org.apache.struts.action.MESSAGE". As long as you do a validating parse of the struts-config.xml file (which Struts does unless you turn it off), the key property should be getting set correctly.
