I was able to fix it in my local version. It appears that the build files are not copying the file jakarta-struts/web/blank/WEB-INF/src/java/resources/application.properties to the correct spot. It should be copied to WEB-INF/resources, it just doesn't seem to make it to this location by your build files. The other properties file in the classes/ApplicationResources isn't used by the Welcome.jsp.
