I see the problem now. The sub-app stuff should have been in 4.7.4 but it trampled on 4.6.3 somehow! OOPS!
We might want to move that - and restore what was there (if anything). Ewe ... it's worse than I thought. Um - Ted (or anyone else with karma) you might want to check out the building_controller.xml in CVS. I think it's ... hosed. Look for the *multiple* sub-app config sections (I see two instances - one is trampling on message resource docs - or seems to be).
