validator-rules.xml shouldn't have "required" as a depends of all the tests

I appiled that patch,I am also [EMAIL PROTECTED],
and it didn't resolve this ticket. I will close this ticket
when it is fixed.

This is when James applied a patch to allow 
'0' to be accepted as a valid input. It also had
the effect of not allowing blanks.

Suggestion: In the future, it would be good to document the expected behaviour
in the JavaDoc. If the behaviour changes then the JavaDoc needs
to be updated.
