Per discussion on STRUTS-DEV today, I'm reopening this bug so we can mark it
LATER.  The patches that were applied need to be revereted.

Technically, the bug is actually INVALID because the non-valid XML is coming
from the user's template text ("</input>") being added.  However, the issue of
XHTML support does need to be addressed, so I'm going to mark it LATER.
