Should this go in BaseHandlerTag?  The src attribute is defined for the input element, 
not just for 
button and submit inputs.  It's rather difficult determining which input elements use 
src and 
which don't; another wonderful decision from the w3c.

Why is this marked invalid?  I see the 
src attribute defined in the html spec but not for the struts tags.  I'm reopening for 
now...
