Currently Struts defines the TLD URIs containing version numbers like this
http://jakarta.apache.org/struts/tags-html-1.1
This means that you must change the uri in every jsp when upgrading. I
propose we define the uris like:
http://jakarta.apache.org/struts/tags-html
making it easier for people to upgrade to newer versions.

My main goal is to get this minor issue solved and move on :-).
