taglib purpose?

In reviewing bug 16916 I started wondering what the purpose of the nested taglib is. It seems like its functionality is handled by struts-el tags and the EL syntax they provide. That bug deals with Tomcat 4.1.18 which supports the EL so the need for nested goes away.

Am I missing something?
