I don't see an obvious error in your configuration. If the Release Candidate is ignoring scope, then this would be a problem, and you should file a bugzilla ticket. Ideally, you could include a Struts TestCase

http://strutstestcase.sourceforge.net/

demonstrating the problem.

There is another ticket in there regarding ActionForm lifecycle,

but that seems unrelated.

And thatz the problem area.
