I'm not sure where you mean by "that directory". Gump always starts from
scratch, based on what's at the HEAD of CVS, and builds everything.

Actually, the only place I've seen struts-legacy is in the nightlies
directory. Don't we need that to be in a "released" location, so that
people can pick it up and build Struts with it?

We're responsible for our own Gump descriptor. ;-) So, I guess we need to
create a new descriptor for struts-legacy, since it needs to be listed as
a dependency for the regular Struts build. I'm not sure how this works
when they're both out of the same repo, but I can take this up with Sam et
al if nobody else has any ideas in the meantime.

That's easy - we just add a dependency on that Commons package in the
Struts Gump descriptor. In this case, we need to create the descriptor for
struts-legacy, though. However, this gives me an idea - perhaps I can look
to the Commons descriptor for ideas on how to add struts-legacy to the
regular Struts descriptor.
