Failure to use non-standard HTML properties with Struts custom tags

It would make Struts worse, not better, if we supported non-standard markup.

That is not how things work.  Patches do not mean a feature will be implemented. 
 Struts will absolutely not, nor will it ever, support non-standard HTML out of 
the box.  A fair request is that the tags be factored appropriately to allow 
reuse/customization.  I refactored BaseFieldTag to more easily allow customizing 
the behavior for whatever non-standard features apps may want to add.
