How is the functionality you described different than what
o.a.struts.action.ActionMapping.findException() implements in struts 1.1 ?

It appears to first search for an exact match in local 
then global mappings, then walk up the superclass structure
looking for a match.

I am marking this invalid. Feel free to disagree, and reopen
providing more a use case in how you would handle
it, by example. How it would behave across local/global mappings, etc..
Don't worry about code for now.
