However, I seriously doubt this is a container issue. I probably wasn't clear enough in my original report, but the changes I'm making to form beans are in the struts-config.xml file only. When making a change to a form-bean-definition in that file and then reloading the app, Struts doesn't seem to notice that I changed the struts-config.xml file.
