I don't think this bug should be considered an Enhancement only. Flushing the 
page block the ability to throw exceptions and/or redirecting a page using 
titles. Not to say setting response parameters. If this is not fixed I just 
won't be able to use it, as well as other developers I believe. I would fix it 
myself if the fix wasn't as simple as just adding a boolean parameter. But I 
can do that if so you desire.
I changed the severity by mistake and I'm putting it back to Enhancement, even 
though I don't agree with that.

Titles is NOT currently handling flush as it should. It flushes regardless of 
what is specified in the flush tag. Just go to the method I pointed out and 
read the doc. I can send you a small example if you want...
