Action.saveErrors() should save empty ActionErrors objects

Sorry, but I don't see that this is a problem or how the change would be an
improvement. 

I don't like the idea of saving an empty errors object in the request. It seems
unnecessary and untidy to me.

Bradley stated that you can't call saveErrors() until you've added at least one
error, but you can - it just won't save the errors object in the request. 

Please feel free to explain why you would want to save an empty errors object or
how this would make coding the action any easier but, for now, I'm not keen on
the change.
