The tags you mentioned don't need Struts equivalents because they don't need to
know anything about Struts. You can just use standard HTML tags.

It's not true that there is no further taglib development in Struts, but there
is less need to do so now that JSTL exists. We don't want to duplicate tags that
exist elsewhere.
