Joe has been involved in the Struts community for some time now, and has been a great contributor on the -dev and -user lists, as well as in the bug database. I believe Joe would be a great asset to the team, and that it's time we invited him to join us as a Struts committer.

I had emailed Joe 2 months ago about being a Committer because of his Maven expertise
but he demurred at the time, and wanted to prove himself first.
