Localized number formatting inconsistency

I'm really not sure which way we should go with this. The idea behind a resource
bundle is that it's suppose to contain localized resources. So, using the
localized notation does seem appropriate. On the other hand, I can see why using
the localized notation would be inconvenient. 

If we were to include a switch, we'd need to be careful of any performance
implications involved since the bean:write tag, when used, is often used. Right
now, virtuall all the switches are in the controller object. bean:write also
seems to be looking for a default format in the resource files for the date
fields. (Though, that might not be the best approach.)
