I have again verified that I can recreate this issue and the client page does not refresh. In fact using mozilla with LiveHTTPHeaders and watching the request/response headers the client does NOT make a second reqeust at all yet the action class is invoked twice. I also noticed I posted the wrong related post. The post I had meant to post showed several users having this same behavior when using background="#" (double post). I will look into it further and try to determine exactly whats going on when I get a chance.
