It's on a project by project basis, and asking as your doing now
is the best way to know. I usually respect the wishes of the 
committers that are currently doing the heavy lifting, and that
changes over time. Currently, some are for and some against.
A while back a user was trying to be helpful and marked 
literally a 100 bugs as invalid. Besides the flood of
emails, I and others got annoyed
and had to reopen many of them, since many were valid bugs.
The end result was positive in that it woke us up and made
us review the bug tickets, but that wasn't a way to make friends :-) !

Comments such as you made are helpful, since few of us are experts
on everything, and we welcome advice and input.
