Feeling somewhat embarassed at messing up something people count on, I've attached a 
patch which 
should solve the problem, by restoring the behavior as it was in 1.44 but adding an 
explicit test for the 
invalid case where dynamic javascript is requested but no form can be found.

I will point out that the logic in that renderJavascript method is not the most 
straightforward and should 
probably be refactored.

As I have neither time to perform that refactoring nor to adequately test this patch, 
I provide it in hopes 
that someone who actually uses static javascript can apply this patch to their CVS 
sandbox and verify it.
