Document how to use web.xml "maxFileSize" and how to deal with 
"MaxLengthExceededException"

see also Bug 27327 for a more proactive management of excessive sizes. Sure,
this will only stop inadvertent, unintentional DOS Attackers, on top of that the
server still should abort an form upload once the declared length is exceeded by
the length of the really received.
