Unfortunately, when we tried this approach (check the CVS log), it meant that 
when an alternate locale was added it couldn't use the pattern in another 
bundle. 

If you can submit a patch that will allow people to specify a pattern in a 
localized bundle, but fall back to the default when it is not there, I'd be 
happy to apply it. But, pending the submission of a working patch, I'm marking 
this WON'T FIX.
