Thanks - now what to do with these? Document or fix them? I suppose I could throw exceptions or warnings. Here's what I'd suggest:

1. Log a warning
2. Log a warning and continue the rest (if possible)
3. Fix

The #local is a local directive native to struts-menu, rather than Velocity. Last I heard, the Velocity gents were seriously considering adding it to the core.
