The #local is a local directive native to struts-menu, rather than Velocity. Last I heard, the Velocity gents were seriously considering adding it to the core.

And a note: if you are using VeloEdit (Velocity editor for Eclipse), it doesn't understand the #local ... #end syntax used in the tabs example.
