Using the tabbed menu layout, what would I need to change in order to
prevent the main tabs from wrapping?  And has anyone noticed any layout
issues with IE 5.5 ?

Yes, you should be able to change the CSS rules to move the submenu 
below the banner.  Have you tried it?
