Hi let´s see if I understood your question, the first step should be deciding which model menu you are going to use and then modify its style in the css file
For example: we have a tag like that:
<menu:useMenuDisplayer name="CoolMenu4" bundle="org.apache.struts.action.MESSAGE">
in this case, as this is CoolMenu4 if you want to change its css classes and _javascript_ codes you should go to coolMenu4-config.js, coolMenu4.js and coolMenu.css
It depends on which type of menu you use.
