Logging API, IBM, JLog

I reviewed some of the Logging API at
http://java.sun.com/aboutJava/communityprocess/review/jsr047/index.html,
and it looks extremely similar to the IBM package at
http://www.alphaworks.ibm.com/tech/loggingtoolkit4j

Some of the classes have the same name, purpose and
similar interfaces, such as SocketHandler.  Even the
framework layout looks similar.

The IBM logging framework at AlphaWorks looks
entirely different than the one at Jlog.org
