Solved. The problem was generated putting struts.jar in orion/lib.

Oggetto: Help: struts on Orion 1.4.0 and JDK 1.3.0
I followed the instructions in the INSTALL file for installing struts on
Orion Aplication Server (1.4.0 on JDK 1.3.0) but I still get the following
exception in the browser:
javax.servlet.jsp.JspException: Missing resources attribute
org.apache.struts.action.MESSAGE
at
org.apache.struts.taglib.bean.MessageTag.doStartTag(MessageTag.java:232)
.....
I tried also to the istructions for versions of Orion up to 1.0.3 assuming
that action.xml is replaced by struts-config.xml in the current version of
struts, but nothing changed.
What is wrong?
