WLS 5.1 SP 7 has been released and Struts example
almost work of the box except the
ApplicationResources.properties is not unjarred from
the WAR lke the class files. So the work around is to
first run WLS once to create the tmp_war_xx directory
and add the ApplicationResources.properties to the
correct path and restart WLS.
