This one came up earlier this month.   Nothing to do with <html:select> per se.  A large number of tags on a page can cause this.

The last post on that topic says that the cure is to give yourself more heap in the JVM with -mx and -ms
 
(I wonder if its really more stack space per thread that on needs for a large number of tags on a JSP (??).  I haven't looked into it, but stack(s) are usually more fragile than heap in multi-threaded system.)
