Okay!! i got it working!!
i simply placed the ApplicationResources.properties file in the project
resources folder of my struts example project!!
thanks for the help everybody!!!
if anyone is interested I will do a document describing the exact steps i
went through (this will also help me remember it)...

that helped me with the dtd's....
the only problem i seem to have now is the load ing of
ApplicationResources.properties...
The MessageTag still throws an Exception in the doStarttag() method...
i tried tracing it and it seems like it cant find the
ApplicationResources.properties...
it's currently placed in \WEB-INF\classes\org\apache\struts\example but i
believe i have tried all localtions sofar (WEB-INF/classes, project
resources for struts, struts example, tomcat runner)...
Any suggestions (and sorry for bugging)

Add the DTDs in struts\src\conf to the resources tab of the Struts project.
Be sure to include them in the package org.apache.struts.resources.
