Struts example on Tomcat 4.0 b5

Hello,
        I need some help to run struts-example.war on the tomcat 4.0b5
environment. I tried follow the document come with struts1.0b1 with no luck
since I can find the tomcat-apache.conf file at all. Is there any other
resource or instruction I should follow. Thanks for any inputs!
