I'm not a specialist in using frames, but it seem to me that if you want
to reload only part of a frameset, you have to write something like :
<href="url_of_frame_to_reload" target="frame_name_to_reload">
In your case, url_of_frame_to_reload will be the url of your content, not
the url of the whole template, and frame_name_to_reload will be the name of
your frame.
